Funded through Multnomah County’s Health Department, IRCO provides multicultural multilingual support services to both mainstream and culturally-diverse families experiencing the birth of their first child.  IRCO provides developmentally-appropriate intensive culturally competent services through individualized home visits, parent education and support, family case management and associated support services, and strong working linkages with other community-based services.  IRCO manages two Healthy Start teams, providing services to over 300 families annually throughout Multnomah County.

Children and Parent Success (CAPS)

Program Summary

Funded by the Portland Children’s Levy, IRCO’s CAPS program is designed to achieve health child development for 320 immigrant and refugee children ages 0 to 5, and to build the knowledge and skills of their parents or primary caregivers.  CAPS accomplishes this goal through a combination of home visits, parent groups, screenings, assessments and referrals accompanied by individualized advocacy and follow-up of bilingual and bicultural staff.

Parent and Child Development Services

Program Summary

The purpose of IRCO's Parent and Child Development Services (PCDS) is to provide parenting, child development, and brain development information. Our certified parent educators will take the time to visit with you, answer questions and assist with positive parenting advice. The parent educator will also refer you to community resources that might be helpful for you and your family.
